Each filing is a spreadsheet the governor uploads, so its rows are found by their names; a filing in which a name does not occur exactly once, or whose annual budget comes to under 1 bn ₮ (made in thousands), is not read and gives no figure. Governors pass money to one another (the Finance Ministry to the aimags, for one), so these do not add up to the state budget. Every figure is signed and cites the filing it was read from.
